🗝️ The Renters’ Rights Act

The Renters’ Rights Act officially became law after receiving royal assent in England last week – marking one of the biggest shake-ups to tenant protections in decades.

What is the Renters’ Rights Act?
The new law replaces the former Renters (Reform) Bill and introduces a range of measures aimed at improving conditions for England’s 11 million private tenants. According to the government, the goal is to create a system that is fairer, safer and more transparent for both tenants and landlords.

Among the headline changes is the end of “no-fault” Section 21 evictions, meaning landlords will no longer be able to ask tenants to leave without a specific reason. The Act also introduces a national Private Rented Sector Database, giving renters access to information about their landlords’ compliance record. Tenants will gain the right to request pets – but landlords can still refuse under reasonable grounds – and landlords will be limited to raising rent no more than once per year.

How have different groups responded?
Tenant organisations and housing charities have welcomed the reforms, describing them as an overdue step towards security for tenants. They argue that ending no-fault evictions will reduce the risk of sudden displacement and help families feel more stable in their homes.

Landlord associations, however, have a few concerns when it comes to the practicalities. The National Residential Landlords Association (NRLA) has warned that confidence among landlords is at a low point and that the government should provide a six month transition period at least. Some groups are concerned the reforms could drive smaller landlords out of the market, potentially reducing rental supply.

What happens next?
The new measures will be introduced in stages throughout 2026, allowing time for landlords, agents and local authorities to adapt. Both tenants and landlords are being encouraged to get up to speed now, including changes to notice periods, rent review procedures and the new database system.
